Latvia's bust: The psychosexual dynamics of crisis and economic development (Artis, 2009)
  1. Latvian women are simply too beautiful and outgoing for men not to take notice.
  2. Men use up their cognitive resources trying to impress them, leaving very little for other tasks.
Incidentally, this explains why the Latvian economy has never really taken off, give or take a few cycles of mindless speculation (pun intended).

Close, but not quite there.

Another theory: The high degree of males killed in WW2 in Eastern Europe (and in the Baltics especially) led to intense selection pressures amongst the women when competing for husbands. Ugly women were somewhat out-competed, leading to a higher average beauty.
haha jā

Feminine beauty and sexual availability might just be one of those things that are heavily influenced by the observer. When I was young, I desired 85% of women that I met. Now, that I'm older and wiser, it is 93%.
