tu esi droša, jo man izskatās, ka valstis arī var iesniegt prasības, cik nu es te skatos Statute of the International Court of Justice http://www.icj-cij.org/documents/index.php?p1=4&p2=2&p3=0 re ku sākot no 34 panta tiesas kompetence.
