Because the education system has spent decades trying to re-frame "smart" as being someone who retains and doesn't question everything he reads in school supplied textbooks and power points.
The idea of a street smart person who is savvy in business, knows how to read people and uses "book smart" people as his minions has been re-framed as being toxic masculinity, not to mention they all got "lucky" and exploit their smart, hard working employees.
The average person with high grades is not smart, they're just totally invested in the system and don't question it, therefore their motivation to comply with it is very high. These are the people the powers that be want more of in society so therefore they're "smart".
