Well, I somehow tend to think that stupidity isn't the issue here. It is rather the pursuing of their own interests that matters first. This is common of most post-Soviet countries where people, including also the today's politicians, have spend a considerable part of their lifetimes being deprived of many things. They have learned well that the state won't care so why care about it - it is better to care about one's own self. A professor in the UK once told that the political processes in Latvia will change for the better when the people of this country will elect the first government whose members will not have been born in the Soviet era. Makes sense to some extent.
