Program - ASV angļu valoda, programme - britu angļu.

Īstenība vienalga, kuru Tu lieto, kamēr esi konsekventa - ja viss raksts britu angļu valodā, tad lieto programme utt.

(Atskaitot, ja vārdu "program" lieto kā darbības vārdu, bet cik saprotu, tas šajā kontekstā nav aktuāli.)

Un ja lieto kā darbības vārdu, tad jālieto arī kā lietvārdu vai otrādi?

Ja lieto programme kā lietvārdu, tad kā darbības lieto "program".

(Pārprasīju arī muterītei (kura uzaugusi Austrālijā) - viņa to apstiprināja).

Pieņemu, ka jā. Netā gan netradu neko par vārdu "program", bet Oxford Dictionary piedāvā sekojošo skaidrojumu:
