No. Those limits are for normal and real vaccines that just inject you with weakened or killed viruses. Some residual DNA in those is basically harmless because it's just free-floating in your blood and your body sees it as a foreign object and removes it.

These are mRNA "vaccines", and the residual DNA in them is encapsulated into the lipid nanoparticles that the mRNA is in, and thus gets ferried into your cells where it can do who the hell knows what.
