I spoke to a guy a few weeks ago who works as a ticket inspector here in Hessen (RMV). Did you know that there is no fine any more on driving by bus, train, etc without tickets? You can literally buy a ticket from the inspector if you get checked.
I guess they just gave up and expect honest people to keep on paying.
