Tl;dr: The police caught a bunch of IS supporters preparing a terrorist attack in Germany, including a 36-year-old Tunisian man. They decided to deport him back to Tunisia, where he is already wanted in connection with two terrorist attacks. What does he do? He applies for asylum in Germany!

He claimed that in Tunisia he might be sentenced to death and the local court ruled in his favor. Thus the terrorist is now yet another "refugee".

Note that German law indeed prohibits deporting someone to a country where he could be sentenced to death, even in the case of criminals and terrorists.
