However, Qatar does fund academic programs, charities, and scholarships within Europe:

Academic Partnerships: The Geneva Graduate Institute partners with the Qatari-based Hamad Bin Khalifa University (HBKU) to offer executive training and scholarships.
Research & EU Law: Qatar University's College of Law has received European Commission funding (such as the Jean Monnet Module) to teach European Union law and environmental policies in Doha.
European Philanthropy: Qatari entities—including the Qatar Foundation and Qatar Charity—support select European universities through grants, research funding, and international scholarships.
European Campuses in Qatar: Rather than opening campuses in Europe, Qatar directly funds and hosts European universities in Doha’s Education City, such as the French business school HEC Paris in Qatar.
