I was pointing out how upper management (mostly the representatives of the bodies taking part) looked to manage the response. Essentialy, how they came to conclusions that inevitably benefited them. That's it.

I never asserted that it (CvD 19) was planned by them. Although, of course, it may well have been. Neither you (I assume), nor I (for certain) know for sure.

Regarding 201 thing - well, it is easy to see that almost nothing of what they were proposing is being implemented. I will be so bold and say that also vaccine will not be distributed fairly and evenly, and no central authority will be overseeing the process. On top of it, plenty of people will refuse to even consider getting vaccinated.

the way I see it, the response is looking to further of the power of Big Data, bio-technocratic control (a kind of biosurveillance), + vaccination (not compulsory but very inconvenient if you refuse it) + nation states further hindered by debt and reliant on central banks/world bank/the holders of what was it? 15 trilion, who could help out if they get some ROI.

You don't need an official central authority to get all that. Just interest groups having each other's backs.
