I was pointing out how upper management (mostly the representatives of the bodies taking part) looked to manage the response. Essentialy, how they came to conclusions that inevitably benefited them. That's it.
I never asserted that it (CvD 19) was planned by them. Although, of course, it may well have been. Neither you (I assume), nor I (for certain) know for sure. |
