the way I see it, the response is looking to further of the power of Big Data, bio-technocratic control (a kind of biosurveillance), + vaccination (not compulsory but very inconvenient if you refuse it) + nation states further hindered by debt and reliant on central banks/world bank/the holders of what was it? 15 trilion, who could help out if they get some ROI.

You don't need an official central authority to get all that. Just interest groups having each other's backs.

But, let's see.
