diplomatic/soft way of saying ' really disrespectful' - used, for example, to defend something someone you like/feel loyal to said
or
insincere way of insinuating something is disrespectful when, really, it isn't - often used when taking offense in someone else's place
or
genuinely very close to being disrespectful - to the extent, that although it isn't clearly disrespectful, you wouldn't be surprised if someone having a bad day were to get offended about it.

When you want to insinuate (often for political/ideological reasons) that what something somebody said is disrespectful, but you feel embarrassed claiming it outright - so you make it a little vague, say it is very close to being disrespectful.
I think it's clear, isn't it?

now i got it. just that "borderline" sounds really terrible in my ears, so i personally wouldn't take it as softening... but i guess it sounds differently for others, especially for those who have english as their mother tongue.
