Kā iniciatori — jā, uz pusēm ar sarkanajiem, Šrēdera laika koalīcija. Ļoti slikti, protams, ka iniciatīvai netika uzlikts tūlītējs veto kā maksimums brīdī, kad valdība nomainījās.
