Third, although Ortega was an advocate of liberal democracy, he was also an unabashed elitist who held an "aristocratic" theory of history and culture, stressing the role of small elites in creating and maintaining scientific, technological, and cultural progress. He celebrated the power of science, technology, and 19th century liberalism to unleash human potential. But he proved prophetic in warning that the very masses created and sustained by modern civilization would be hostile to its continued existence.
