Screen print or gravure are your best choices, gravure is only suitable for long runs or it will be cripplingly expensive for each unit. Offset lithography will do it but needs at least two hits and printers aren't too keen on it because the results aren't that good and it takes an age to clean the machine.
There are some inkjet machines that will print white on black but they tend to be expensive.
An alternative is to print black on white paper (most home printers won't print edge to edge so you may need to trim it down) the black will often appear grey so you could create a colour which includes 40% cyan, 40% yellow, 40% magenta and 100% black (you might want to vary these percentages depending on your printer but I wouldn't go any higher without reducing one of the others) this rich black will give a better black but can mis-register producing slight halos of colour around the white.
