"demokrātija" bija par to ka representative skaits nepieaug, kad pieaug iedzīvotāju skaits (piemēram ja saeimā būtu 100 deputāti un paliktu). nez tikai par to "cannot survive" - gan jau ka piemēroties kaut kā var.
