Finally found a setting that did work for me though. I have an Intel network adapter, and with the proper Intel drivers installed, the network adapter will have an 'Advanced' tab. On this, there is a setting named 'Wait for Link', which is 'Auto Detect' by default. After setting it to 'On', the mapped drives are connecting on startup.
