Agree up to a point, but... In this case there is an assumption that the doctor will do his/her job poorly if not given a bribe to do otherwise. This would assume the patient was aware either that this would be the case regarding a specific doctor or that it was generally widespread practice to do so in that hospital/country. You could argue, therefore, that continuing to give bribes/tips/presents is an inducement to further dishonest behaviour.
