So basically they ordered a ban on all synthetic fertilisers top-down. under advice from "anti-GMO activists". Crop yields declined, and now they have to spend the money they saved on subsidised agriculture on importing rice from abroad.

Note how they planned to take down forests and wetlands to grow organic fertilisers. And this is always the curious thing about when the "green" mob gets in control: trees get cut down at an alarming rate.
