tāpēc, ka Latvijā eksistē pase un ID ar vienādu spēku, un pasi var arī neizņemt. resp - pilsonis var dzīvot tikai ar ID. ja tā, tad būtu jābūt vieglam veidam arī nobalsot ar ID>
