At the same time there is general agreement that agency is always culturally and historically constructed. Sewell uses the analogy of the capacity for language. Just as all humans have the capacity for language but must learn to speak a particular language, so all humans have a capacity for agency, but the specific forms it takes will vary in different times and places.
