I like the Swiss idea of a militia: lets have an armed nation (well, adult male population that is), in addition to our small full-time force, just in case. Which is actually the best possible solution apart from global pacifism (which will not happen until the day we make contact with way more technically advanced extra-terrestrials forcing us to disarm or face total annihilation - and even then I'm not that sure) and maintaining an cyber-war (I still think that a few strategically placed EMPs and executed cyber-attacks can bring a nation down more effeciently than a bunch of nukes) capable army.
