Tā ir pazīme, nevis definīcija. šajā gadījumā tiek uzskatīts, ka resursi kļūst patiešām nepietiekami, nevis sliktāk sadalīti, un agrozeme tiek noplacināta, pārtika zemākas kvalitātes utt.
