Spend money on education. Education is the power terrorist fear the most. Knowledge is cancer for Religious Fanaticism. A book and a pencil are the weapons to fight against poverty, ignorance and religious terrorism. Education will boost Tolerance, Economic growth and give its middle finger to Radical Religious groups.

But of course none of this will happen because war is more economically profitable to some nations than peace.
