Tautas un nacionālās valsts jēdzieniem ir labi ja pārsimt gadu. Pirms tam nevienu neinteresēja nacionālās valsts ideja – visā vienojošais bija valdnieks. Senie kursi un Latgali splava virsū nacionālai idejai, bet visai labprati pakļāvās stiprākajām svešvārdu ( no austrumiem vai no rietumiem). Atsevišķu vadoņu pretestība, ko mēs tagad pieminam, nebija raksturīga visai cilšu kopumam.
