"Catherine Todd Bailey was sworn in as Ambassador to the Republic of Latvia on January 13, 2005.
Ambassador Bailey presented credentials to President Vaira Vike-Freiberga as Ambassador Extraordinary and Plenipotentiary of the United States of America to the Republic of Latvia on February 4, 2005.
From 2000 through 2004, Ms. Bailey served as Kentucky's Republican National Committeewoman. She also served as the Co-chairman on the Republican Regents. Ms. Bailey has served on the Board of Directors of PACA (Presidential Advisory Committee) to the Kennedy Center in Washington, D.C. and the McConnell Center for Political Leadership and Excellence at The University of Louisville.
A native of Indiana, Ms. Bailey worked for eight years as an elementary school teacher. She was a co-founder of the Ronald McDonald House Project, a home away from home for the families of critically and terminally ill children who are receiving care from nearby hospitals. This focus on children prompted her to found "Operation Open Arms," a charity dedicated to caring for babies of mothers who are incarcerated. She served that organization as President from 2001 through 2004, and for her efforts received the 2003 Unsung Heroine Award sponsored by Mitsubishi Motors.
One of her most rewarding moments was in 1982 rescuing a mother and child from a domestic violence situation while on her way home from work. She acted swiftly and placed mother and child at a local safe place facility within a neighborhood Fire House.
Ms. Bailey has worked as a volunteer on the Board of Directors of the Kentucky Opera and the Kentucky Arts and Crafts Foundation. She actively participated in the 1992 Bush/Quayle Campaign and 2000 and 2004 Bush/Cheney Campaigns. In addition she participated in the McConnell Campaign for United States Senate, the Republican National Senatorial Committee, the Republican Governor's Association and the Republican National Committee.
In 2002 she received the S. Tilford Payne, Jr. Award for outstanding political volunteer services and contributions.
Ms. Bailey serves as the Honorary Chairman of the American Chamber of Commerce in Latvia.
On May 19, 2007 Ms. Bailey delivered the commencement address at Franklin College, Indiana, when she received an honorary doctorate of law.
On June 2, 2007 Ms. Bailey delivered the commencement address at the Stockholm School of Economics in Riga.
On July 2, 2007 President Vaira Vike-Freiberga conferred Latvia's highest civilian honor, the Three Star Order (III Class), on Ms. Bailey in recognition of outstanding civil merit in the service of Latvia.
She is married to Irving W. Bailey, II. They have four children."
